OVERVIEW & BACKGROUND

This ‘Urban Public Spaces Below Highway’ is an initiative under the Butterworth Baharu programme to increase the amount of public spaces in the Penang Sentral harbour front area. This project aims to activate under utilised spaces located under the Butterworth Outer Ring Road.

The construction of the Butterworth Outer Ring Road (BORR) in 2006 was a traffic alleviation response to increasing traffic congestion on the PLUS highway. Despite its good intentions, the structure has permanently fractured the connection between Butterworth and its coastline.

Local residents are now disconnected from a valuable public asset as the structure obstructs safe and direct connectivity to the shore. With this permanent alteration that prioritises vehicular demand, there is now a need to address the loss of community spaces by introducing new ones.

By establishing attractive and functional open spaces for community gathering and healthy recreational use, the project aims to maximise the potential of these inefficiently used spaces and to improve liveability in Butterworth.

THE COMPETITION

Think City in collaboration with the Institute of Landscape Architects Malaysia (ILAM) is calling upon Malaysians from all walks of life to contribute fresh and exciting ideas into creating new public spaces for the community in Butterworth.

CHALLENGES

 

There are 3 islands that sits under the Butterworth Outer ring Road site. When Penang Sentral is fully operational, both foot and vehicular traffic is expected to increase.

There are several different communities in the area E.g. students from nearby schools, local residents, low-income groups, Rohingya refugees and Penang Sentral commuters.

OBJECTIVES

 

  1. To foster creative thinking and to seek creative ideas from Malaysians;

  2. To promote design ideas that addresses the needs of surrounding communities;

  3. To promote a strong sense of community, ownership and pride among Malaysians.

  4. To maximise potential of underutilised land.

  5. To reconnect the Butterworth shorefront area with the old town.

JUDGING CRITERIAS

Concept and Design Innovation (25%)
 

Enhances the identity of the space.

Respects the local context. In harmony with

the surrounding environment. Is creative, unique and original eg. technology, material application,etc.



Design Aesthetics and Functionality (25%)
 

Attractiveness, ease of maintenance, inclusivity, safety, material, economics and ergonomics.



Compliance (25%)
 

Strictly meets environmental and safety standards.



Design Sustainability (15%)
 

Eco-friendly materials suited to the outdoors and durability.



Cost Effectiveness (10%)
 

Cost consideration of the materials, fabrication, and maintenance.

JUDGING PROCESS


Stage 1: Shortlisting

  2. Selection of top six designs by Panel of Judges


Stage 2: Final Presentation

  1. The SIX (6) selected entries will be invited to give a 20 minute presentation to the Panel of Judges.


Note:

 

In the event that any of the SIX (6) finalists decides to withdraw from the Competition, the Organiser reserves the right to replace it with the next best entry or not to replace the withdrawn entry altogether.

ELIGIBILITY

Participation can be in the form of:
 

Individual Participation

Open to Malaysian citizens only

(as part of our effort to promote local talents).

OR
 

Group Participation

Open to all (including non-Malaysian)

However, team leader MUST be a Malaysian citizen.

NOTE:

Members or family members of the organising body, panel of judges and employees of the associated companies are not eligible to participate.

DESIGN

CONSIDERATIONS

  • Limitation of vegetation planted on the site due to minimal direct sunlight.

  • The functional aspect of the design to incorporate safety elements for the users.

  • The suggested materials may come from a sustainable source and practical in functions.

  • Any design intervention and components may consider issues of the traffic condition and circulation at the existing site.

  • The urban public spaces shall be accessible at all times to encourage usage.

  • No restriction of capacity and dimension as long as there is no traffic obstruction.

DESIGN

RESTRICTIONS

  • Usage and installation of permanent structures, hacking and drilling to the existing structure of the highway is to avoided in the design intervention.

 

  • The public spaces must be functional in a way that it does not alter the existing vehicular traffic flow.

 

  • No foundation or piling is to be built at the existing site

 

  • The design components and framework shall discourage vandalism and sleepers.

 

  • No relocation of traffic lights.

SUBMISSION

FORMAT

 

Entries for EACH DESIGN CONCEPT should comprise the following:
 

  • Maximum of EIGHT (8) A3-sized image LANDSCAPE  FORMAT board in PDF soft copy submission.

  • High-resolution of PDF file to be submitted online followed the instructions given upon submitted the Registration Form.

 

  • Submitted PDF file should not exceeded 300MB.

 

  • The file should be in a single PDF file with the label of submission number as file name, for example: A003.pdf


FAILURE TO COMPLY WITH THE REQUIREMENTS MAY RESULT

 STEP 1 

Complete the ENTRY FORM for each project to be submitted. Email a scanned copy of the completed form to borr.competition@gmail.com

 STEP 2 

Upon receipt of your ENTRY FORM, an official ENTRY NUMBER and INFORMATION PACK

will be provided by ILAM via email.

The information pack will include site photos and site plan.

IMPORTANT REMINDER:
Please note that each entry must be submitted with the ENTRY NUMBER provided and, clearly stated at corner of each submitted board.

(The appearance of names, company logo or any forms of identification on the submission boards will be disqualified).
